This study aims to examine the insufficient effectiveness of Iran’s Planning Organisation to perform its staff role within the iran’s development planning system. The research is qualitative, exploratory in orientation, and applied in purpose, and it is conducted using a qualitative secondary analysis strategy. The data used in this study includes 29 semi-structured interviews with experts in development and development planning in Iran, as well as a collection of documents related to Iran’s development planning system, which were gathered using theoretical sampling between Fall 2023 and Fall 2024. Data were analyzed through thematic analysis, and ultimately organized into 10 concepts, 5 subcategories, and 2 main categories. The findings indicate that the Planning Organisation’s inability is less a consequence of internal shortcomings than the outcome of its “immersion in the limited access order” that prevails in Iran’s governance system. This social order reproduces consequences such as personalization and politicization, low transparency, incoherence, weak participation, the marginalization of the scientific/academic institution, and instability—consequences that place the Planning Organisation in a position where it cannot properly fulfill its staff/central functions within the development planning system. More specifically, this inability can be observed in two configurations: on the one hand, inability vis-à-vis superior actors in the “vertical game,” and on the other hand, inability vis-à-vis multiple rent-seeking actors in the “horizontal game.” Based on the findings, the way out of this situation lies not in eliminating or replacing the Planning Organisation, but in restoring its institutional authority, rebuilding its expert capacity, and strengthening its role in macro-level decision-making processes and cross-sectoral coordination.
