Context and Purpose: Recent studies have shown that job-task complexity, economic crises, and the challenges of late-career stages reduce employee well-being. Accordingly, the aim of this research was to develop and evaluate a bundle of well-being-oriented human resource policies and practices for those public-sector employees who, in the late stage of their career paths, were experiencing the adverse consequences of highly complex jobs and economic crises.
Methodology: This research was considered applied in terms of its purpose, and data were collected using a combination of the Delphi method and a cross-sectional survey. In the Delphi phase, 14 HRM experts were selected through purposive chain sampling. Over two rounds, they identified policies and practices aligned with the target group. Subsequently, a cross-sectional survey was conducted with the participation of 277 staff employees from government executive organizations in the city of Tehran. Furthermore, they were selected through multi-stage sampling. The goal of this phase was to assess the model's fit and evaluate the implementation status of the proposed bundle.
Findings: The Delphi findings revealed that the well-being-oriented bundle, "Sponsorship in Complex Jobs," comprises 7 key policies and 55 related practices. Confirmatory Factor Analysis (CFA) indicated a good fit between the proposed bundle and empirical data. One-sample t-test results revealed that, in Tehran's public organizations, only 19 of the evaluated practices were effectively implemented.
Conclusion: The research results indicated that the proposed bundle serves as an effective solution to enhance the well-being of employees in public organizations. Furthermore, public organization managers can contribute to the effective implementation of this bundle by focusing on solutions such as establishing flexible work programs, strengthening communication and participation systems, and revising compensation systems.
