Context and Purpose: The accelerated pace of digital transformation is challenging traditional public sector governance models. Agile governance has emerged as a new paradigm to address this complexity. However, the dynamic, non-linear relationship between digital transformation goals and required agile governance capabilities remains underexplored. This study aimed to design and validate a predictive model to simulate these complex dynamics within Iran's public sector.
Methodology: This applied research used a survey-analytical method for data collection. An exploratory-applied hybrid methodology was employed, based on a Mamdani-type fuzzy inference system. Dimensions and components from the literature were confirmed via a fuzzy Delphi method, achieving consensus among 16 experts. Using fuzzy inference and MATLAB software, fuzzy rules were determined, and a predictive model was designed with three digital transformation input variables and six agile governance output variables.
Findings: The study identified agile governance components in Iran's digital transformation context, including:context dimensions: flexible decision-making, citizen-centricity, and agile accountability.Process dimensions: agile and lean methods, and stakeholder collaboration. Structural dimensions: adaptive organizational capacity and flexible, responsive structures.A complex, non-linear relationship between agile governance dimensions and digital transformation was identified and confirmed.
Conclusion: The relationship between digital transformation and agile governance is dynamic and characterized by complex interdependencies. The research's main innovation is developing a predictive, diagnostic tool that moves beyond descriptive frameworks. This model provides a strategic roadmap for policymakers and public sector managers to identify and prioritize the agile governance capabilities needed to support digital transformation goals.
