Public organizations face multiple challenges in digital transformation, mainly due to the frequent issuance of policies on digital transformation culture without proper evaluation of their effectiveness. This results in resource waste, employee resistance, and reduced achievement of goals. Despite the importance of this issue, no comprehensive model has yet been developed for evaluating digital transformation culture policies. This study aims to fill this gap by identifying and prioritizing evaluation components in the Communications Regulatory Authority.
A mixed exploratory approach was employed. In the qualitative phase, semi-structured interviews with 26 stakeholders (9 professional staff, 8 operators, and 9 citizens) were analyzed using Braun and Clarke’s thematic analysis, yielding 70 initial criteria, which were reduced to 48 after content validity ratio (CVR) assessment. In the quantitative phase, a survey of 78 stakeholders was conducted, and data were analyzed using Importance–Performance Analysis (IPA) and paired t-tests.
Findings revealed that three components—“organizational culture,” “workplace changes,” and “productivity”—had the highest priority among professionals; “communication transparency,” “training and skills,” and “operational efficiency” among operators; and “responsiveness,” “information accuracy,” and “service quality” among citizens.
The results indicate that the success of digital transformation culture policies depends not only on technology adoption but also on addressing cultural and stakeholder-oriented dimensions. These findings provide a practical framework for revising and improving digital transformation culture policies in public organizations.
