Artificial intelligence (AI), a transformative technology, offers unparalleled opportunities to enhance public service efficiency in public law. Yet, challenges like algorithmic bias, privacy breaches, and lack of transparency demand rigorous regulation. This study analyzes AI’s legal and ethical dimensions, focusing on regulation, accountability, and social justice. Employing a qualitative approach with thematic coding, it analyzed data from scientific and legal sources. Findings underscore the urgent need for transparent legal frameworks to monitor algorithms, robust accountability mechanisms to mitigate automated errors, and ethical guidelines to ensure fairness in decision-making. Notably, AI’s potential to either reduce or exacerbate social inequalities, particularly in judicial and resource allocation systems, was highlighted. The study proposes practical measures, including oversight protocols, independent audits, and ethical training for developers, to foster responsible AI use in governance. By addressing gaps in regulatory frameworks, this research provides critical guidance for policymakers and scholars to develop tailored legal and ethical approaches for AI in public administration.
