Abstract
Background and Purpose: Despite the proliferation of poverty reduction programs in Iran, persistent welfare challenges indicate a significant gap between policy “design” and “implementation.” As the implementation of social policies has emerged as one of the most complex stages in governance systems, this study aims to extract global lessons and propose a localized framework by analyzing poverty reduction policy implementation based on international evidence.
Methodology: This study employs a meta-synthesis design based on the Sandelowski and Barroso methodology. Through a systematic search of international scientific databases (2000–2025), 39 key studies addressing policy implementation mechanisms were selected, which were subsequently coded and analyzed using thematic analysis within MAXQDA qualitative data analysis software.
Findings: The analysis of global evidence led to the identification of 54 basic themes, 16 organizing themes, and 5 overarching themes: “Targeted Implementation Strategies,” “Institutional Capacity and Governance,” “Empowerment and Stakeholder Engagement,” “Evaluation, Learning, and Policy Feedback,” and “Innovation, Equity, and Sustainability.” The findings suggest that successful implementation of poverty reduction policies depends on transitioning from purely supportive approaches toward dynamic, networked governance that ensures the interaction among these dimensions.
Conclusion: The results of this meta-synthesis reveal that poverty reduction is less of an economic challenge and more of a “governance challenge.” The conceptual framework presented in this study provides a basis for re-evaluating Iran’s implementation system, enabling the modernization of institutional capacities for sustainable poverty reduction by drawing on global experiences. This model can serve as an analytical tool for designing, implementing, and evaluating policy interventions in the field of social welfare.
