Context and Purpose: Municipalities, as key organizations in providing public services, operate in conditions where, with increasing citizen expectations, the complexity of organizational tasks, and limited human and financial resources, achieving organizational goals is not possible solely through performing official tasks and is increasingly dependent on the emergence of organizational citizenship behaviors of employees. Among the factors that affect organizational citizenship behavior is perceived inclusive leadership. Accordingly, the present study aimed to investigate the effect of perceived inclusive leadership on organizational citizenship behavior of employees with the mediating role of satisfying employees' psychological needs. Methodology: This study is quantitative-survey in terms of method and applied in terms of purpose. The statistical population of the study included all employees of Rasht Municipality (1144 people) and the sample size was considered to be 288 people using the Cochran formula, which were sampled using the available method. Partial Least Squares Structural Equation Modeling (SEM) approach and Smart PLS software were used to analyze the data. In order to examine the fit of the measurement models of this study, three criteria of reliability, convergent validity, and divergent validity were used. Findings: The results of the study showed that perceived inclusive leadership has a significant effect on organizational citizenship behavior and also on the satisfaction of employees' psychological needs among employees of Rasht Municipality. In addition, it was determined that the satisfaction of employees' psychological needs has a significant effect on organizational citizenship behavior among employees of Rasht Municipality. These results also indicated that the satisfaction of employees' psychological needs has a partial mediating role in the relationship between perceived inclusive leadership and organizational citizenship behavior among employees of Rasht Municipality.
