This research was conducted with the aim of designing and validating a model of organizational shadows in executive agencies using a mixed-methods (qualitative-quantitative) approach. In the qualitative phase, employing a grounded theory approach and using semi-structured interviews with 11 university professors and expert managers from governmental agencies in Ardabil province, who were selected through purposive and snowball sampling, data were collected and analyzed. The validation of the qualitative findings was performed using Guba and Lincoln's four criteria (credibility, transferability, dependability, and confirmability). The outcome of this phase was the extraction of a paradigmatic model comprising 14 categories within 6 main dimensions (causal conditions, core phenomenon, contextual conditions, intervening conditions, strategies, and consequences), whose core phenomenon was identified as "Avoidance of Bureaucracy (Shadow Management)". In the quantitative phase, this model was tested by distributing a researcher-developed questionnaire among 217 senior and middle managers of executive agencies in Ardabil province, who were selected through simple random sampling. Analysis of the quantitative data using structural equation modeling in Lisrel software showed that the model has a desirable fit (GFI=0.97). Accordingly, it is suggested that policymakers develop a coherent plan for managing organizational shadows by focusing on the core phenomenon of "Avoidance of Bureaucracy" and the dimensions identified in the model.
