Context and Purpose: This research is of mixed type (qualitative-quantitative) in terms of research objective, and of content analysis and survey in terms of method.
Methodology: The statistical population of the qualitative part included professors in the field of management, employees and managers of government organizations in Ardabil province, and expert experts in the field of organization, totaling 17 people up to theoretical saturation. The statistical population of the quantitative part of the research was managers (macro, intermediate, micro) of government organizations in Ardabil province, with a sample size of 285 people who responded to a 26-question questionnaire with a Likert scale using a stratified random method. Data analysis was performed using SPSS and SmartPls software with structural equation testing.
Findings: According to the results obtained from the analysis of the questions in this study in the thematic analysis section, 8 main dimensions include individual abilities and skills; ability to understand the social situation; establishing ethical leadership; establishing and developing knowledge management; human resource development; Development of participation and trust; acceptance of organizational changes; development of political education and awareness were identified.
Conclusion: According to the results of the quantitative section and ranking, the highest level of establishing ethical leadership and the ability to understand the social situation are ranked lowest.
