Background and Objective: Good governance based on social capital is a key component of sustainable development and enhancing social trust. In Iran, numerous challenges hinder the realization of transparent, fair, and participatory governance, requiring a coherent and practical framework. This study aims to propose a model of good governance grounded in social capital to theoretically and practically clarify its dimensions within the Iranian-Islamic context.
Methodology: This qualitative research employs a thematic analysis approach. Data were collected through 14 in-depth structured interviews with experts and scholars in governance and social capital. The data were analyzed thematically, resulting in seven overarching themes: participatory governance, transparency and accountability, social justice, capacity development in governance, social trust, data-driven governance, and institutional cohesion.
Findings: The analysis revealed that good governance based on social capital requires an integrated and synergistic approach encompassing active citizen participation, transparency and accountability, social justice, institutional capacity development, trust-building, smart use of data, and institutional cohesion. Each of these dimensions serves as a fundamental pillar of good governance, and their synergy paves the way for sustainable and effective governance.
Conclusion: The study concludes that good governance based on social capital is an operational framework that can create conditions for sustainable development, social cohesion, and public trust. Based on the findings, seven practical and actionable recommendations are proposed: establishing a national civic participation system, strengthening transparency and accountability mechanisms, developing justice-oriented resource distribution programs, launching a national governance capacity development initiative, implementing projects to enhance social trust and human capital, adopting data-driven smart governance, and creating an institutional cohesion framework. This framework offers a practical guide for policymakers and decision-makers to improve governance quality in Iran.
