This research was conducted with the aim of analyzing and designing an efficient bureaucracy model based on the Iranian-Islamic approach to progress. In this qualitative study, using the content analysis method and conducting semi-structured interviews with experts in the field of public administration and the Islamic-Iranian model of progress, various dimensions of bureaucracy efficiency in Iran were identified. The findings showed that the realization of an efficient bureaucracy requires superior governance with an agile structure, justice-oriented, transparency, accountability, and legitimacy at different organizational levels. Also, cultural coherence and local organizational identity, jihadi management, and competent human capital are among the most important components of the success of bureaucracy within the framework of the Iranian-Islamic model of progress. Together, these factors can pave the way for a fundamental transformation in the country's administrative system, improving the quality of services, increasing public satisfaction, and achieving social justice. The results of the study show that an efficient bureaucracy in the Iranian administrative system, beyond traditional frameworks, must rely on the values of justice, spirituality, accountability, transparency, participation, and jihadi management. These components not only pave the way for increased organizational effectiveness and productivity, but also promote social satisfaction and public trust. Also, organizational cohesion and strengthening of an institutional culture based on Islamic-Iranian principles have been proposed as a solid foundation for structural and behavioral reform of the bureaucratic system. This model can be used as a comprehensive, strategic, and operational framework to improve the efficiency and progress of Iranian government organizations on the path of sustainable and Islamic development. It also provides a conceptual and strategic framework for reforming bureaucratic structures and processes that is consistent with Islamic-Iranian values and norms and can be implemented in the context of the country's government institutions.
