Context and Purpose: Effective drafting of governmental regulations requires structured stakeholder participation, as lack of engagement can reduce regulation quality, comprehensiveness, and legitimacy. This study aims to identify the dimensions and indicators of participatory drafting of governmental regulations in Iran and propose an operational staged model.
Methodology: This qualitative design-oriented study involved 16 semi-structured interviews with experts in policy-making and regulatory drafting. Data were analyzed using thematic analysis with open and axial coding. Content validity (CVR, CVI) and inter-coder reliability were assessed to ensure rigor.
Findings: The analysis identified five organizing themes and sixteen sub-themes that explain the regulatory drafting cycle in a participatory and staged manner. These themes cover drafting, policy analysis, formalization and notification, harmonization, and policy monitoring and learning. Structured stakeholder engagement in each stage enhances regulation quality, coherence, legal compliance, and reduces implementation conflicts.
Conclusion: The proposed model provides a staged operational framework for participatory policy-making, institutionalizing engagement across drafting, analysis, formalization, harmonization, and monitoring of regulations. This approach improves regulation quality, supports organizational learning, and enables continuous feedback, offering a practical basis for redesigning executive processes in governmental organizations.
