This study aims to identify and analyze the ethical responsibilities of universities in the higher education system and design a multilayer stakeholder-based model. The research employed qualitative thematic analysis with an interpretive approach, analyzing 28 authoritative sources including national and international scholarly articles, books, and policy documents selected through purposive sampling. The theoretical framework integrates Rest's Four-Component Model of moral development (moral sensitivity, judgment, motivation, and behavior), Freeman's stakeholder theory, and complementary theories including Noddings' ethics of care and Turiel's domain theory of moral development. Validation was confirmed with a kappa coefficient of 0.75 and content validity above 0.85. Findings revealed that universities' ethical responsibilities can be explained through five core stakeholder groups: faculty (moral modeling, emotional education, enhancing moral intelligence), students (developing human qualities, social responsibility), counselors (guidance in ethical conflicts), administrators (implementing ethical codes, strategic planning), and citizens (institutionalizing ethical values). The proposed three-layer model comprises the core layer (ethical mission), middle layer (stakeholder interactions), and outer layer (social outcomes). Results demonstrate that ethical responsibility in universities is a systematic and interactive process requiring multilateral stakeholder cooperation and redefining the university's role from merely educational institution to a workshop for human cultivation and civilization-building. This study provides operational solutions at micro, meso, and macro levels and can serve as a foundation for revising policy documents, designing curricula, and developing ethical charters for higher education institutions.
