Background and Objective: Talent management, as one of the new and strategic approaches in human resource management, has been the focus of attention of organizations, especially government and public institutions, over the past two decades. Despite the expansion of literature in this field, the ambiguity of the concept of "talent" as the central core of the talent management paradigm remains a major challenge. The aim of this study is to systematically review and conceptually analyze the existing literature in order to explain the concept of talent and present a new typology of organizational talent, with an emphasis on its application in management and government organizations.
Methodology: This study is an interpretive philosophical perspective and a systematic literature review in which articles related to the topic from 2001 to 2024 were reviewed based on Buckingham's six-step guideline. Data were extracted from reputable scientific databases and analyzed using the theme analysis technique and MAXQDA software version 2020. To ensure the quality and validity of the findings, the critical assessment skills approach, Cohen's kappa coefficient, and Guba and Lincoln's validation indices were used.
Findings and Conclusion: There is still no comprehensive agreement on the definition of the concept of talent; however, thematic analysis indicates that "high performance" and "high potential" are two fundamental components in most definitions of talent. This study has presented a new typology of the concept of organizational talent by integrating scattered perspectives and identifying hidden conceptual patterns in the literature. The innovation of the study is that by combining conceptual analysis and systematic review approaches, an integrated framework has been proposed to understand what talent is in the context of government organizations. Also, this study has presented a new typology of talent.
