Background and Objective: Organizational confidentiality is considered a competitive advantage in organizations. This study examines and compares the approaches, challenges, and effectiveness of organizational confidentiality in two key industries in Iran, namely, information technology (IT) and the health system.
Methodology: The present study is qualitative, exploratory, and conducted using a comparative study method. The research population includes all upstream laws and regulations, official reports of supervisory bodies, and experts and senior managers from selected organizations in both industries. Sampling was also carried out using a purposive non-probability method. Research data was also collected through library study and interviews. Finally, using George Brady's comparative study model and through content analysis, the differences and similarities in the legal framework, supervisory mechanisms, and data protection enforcement processes in these two industries were identified and analyzed.
Findings: The main findings showed a significant difference in the level of maturity of organizational confidentiality between the two industries. The healthcare industry has a specialized and integrated framework; its legislation is focused on protecting patient data, its supervision is strict (by the Ministry of Health), and its enforcement is intense and mandatory. In contrast, the IT industry lacks sufficient specialized legislation, its compliance supervision is fragmented, and its enforcement is usually weak and variable, and relies more on organizational reputation incentives.
Conclusion: Finally, this research, by presenting a comparative picture, offers suggestions for improving policymaking, strengthening regulatory mechanisms, and promoting a data protection culture in both industries
