In today’s complex and dynamic organizational landscape, project governance has emerged as a pivotal mechanism for guiding and controlling projects. This paper adopts a theoretical approach to extract and articulate the requirements of organizational project governance, modeled after the international environmental management standard ISO 14001:2015.
The core idea frames a project as a living entity that, much like humans, requires structural, behavioral, and procedural requirments within its ecosystem to function healthily. The ISO 14001 standard was selected as a template for designing the project governance model due to its systematic structure, emphasis on continuous improvement, and risk management. Through qualitative content analysis, the clauses and requirements of ISO 14001 were examined, and for each, an equivalent project governance requirement was proposed. These alignments are presented both in tabular and graphical formats, highlighting three core governance components:
1. Structure & Organization
2. People & Roles
3. Processes & Guidelines
The theoretical findings demonstrate that standardized frameworks like ISO 14001 can enhance project governance coherence, clarify roles, improve accountability, and boost sustainability in project management processes. The paper concludes with practical recommendations for organizational implementation and future research directions.
