چکیده

زمینه و هدف: امروزه، بهسازی و توسعه سیستم‌های اطلاعاتی منابع انسانی در سازمان‌های دولتی ج.ا.ایران، با توجه به وسعت ساختار اداری، پیچیدگی فرآیندها و ضرورت تبعیت از الزامات قانونی، اهمیتی راهبردی یافته است؛ در واقع، این سیستم‌ها با ایجاد شفافیت، افزایش بهره‌وری، تسهیل تصمیم‌گیری‌های مبتنی بر داده، بهبود مدیریت منابع انسانی و کاهش خطاهای ناشی از دخالت انسانی، بستری یکپارچه، ایمن و تحلیلی برای مدیریت کارآمد منابع انسانی فراهم می‌کنند و زمینه را برای استقرار دولتی هوشمند، پاسخ‌گو و اثربخش مهیا می‌سازند. لذا، هدف از انجام این پژوهش، بازشناسی و رتبه‌بندی پیشران‌های بهسازی و توسعه سیستم‌های اطلاعاتی منابع انسانی در سازمان‌های دولتی ج.ا.ایران با رهیافت آینده‌پژوهشی بود.

روش‌شناسی: رویکرد پژوهش کنونی، آمیخته(کیفی-کمی) بود. پژوهش حاضر از نظر روش انجام، بر پایه تحلیل ماتریس اثرات متقابل ساختاری با رویکرد آینده‌پژوهشی راهبردی و از نظر هدف، از نوع توسعه‌ای-کاربردی است. جامعه آماری این پژوهش از 35 نفر از خبرگان شامل اساتید دانشگاهی و مدیران منابع انسانی سازمان‌های دولتی(اجرایی) ج.ا.ایران به روش هدفمند تشکیل شده است. داده‌های این پژوهش از طریق مطالعات کتابخانه‌ای، مصاحبه ساختاریافته و پرسشنامه کیفی امتیازدهی از صفر تا سه طبق ماتریس اثرات متقابل ساختاری جمع‌آوری شده و با نرم‌افزار آماری میک‌مک تجزیه و تحلیل شده‌اند.

یافته‌ها: یافته‌های این پژوهش نشان داد که پیشران‌های ارتقاء شایستگی‌های دیجیتال منابع انسانی در راستای بهره‌برداری اثربخش از سامانه‌های اطلاعاتی و سازمانی، طراحی معماری ماژولار در راستای انعطاف‌پذیری و گسترش‌پذیری سیستم اطلاعاتی منابع انسانی، تعبیه زیرساخت‌های ارتباطی هوشمند و پایدار با تمرکز بر پشتیبانی از سامانه‌های اطلاعاتی منابع انسانی به عنوان پیشران‌های تأثیرگذار هستند.

Context and Purpose: Today, the enhancement and development of Human Resource Information Systems in governmental organizations of the Islamic Republic of Iran have gained strategic importance, considering the vastness of administrative structures, the complexity of processes, and the necessity of complying with legal requirements. These systems, by fostering transparency, improving productivity, facilitating data-driven decision-making, optimizing human resource management, and reducing errors caused by human interventions, provide an integrated, secure, and analytical platform for effective HR management, thereby paving the way for the establishment of a smart, accountable, and efficient government. Accordingly, the purpose of this study was to identify and prioritize the drivers of Human Resource Information Systems enhancement and development in governmental organizations of Iran through a futures studies approach.

Methodology: The research adopted a mixed-method (qualitative–quantitative) approach. In terms of methodology, it was based on structural cross-impact matrix analysis with a strategic foresight perspective, and in terms of purpose, it was developmental–applied. The statistical population consisted of 35 experts, including university professors and HR managers from governmental (executive) organizations in Iran, selected through purposive sampling. Data were collected through library studies, structured interviews, and a qualitative questionnaire using a 0–3 scoring scale according to the structural cross-impact matrix. The collected data were analyzed using MICMAC statistical software.

Findings: The results revealed that drivers such as improving digital competencies of Human Resource professionals for the effective use of information and organizational systems, designing modular architectures to enhance flexibility and scalability of Human Resource Information Systems, and embedding intelligent and sustainable communication infrastructures to support Human Resource Information Systems are among the most influential drivers.
