Objective: In today's management world, some senior and highly experienced managers, instead of innovation and acceptance of changes, stick to old and traditional procedures and refrain from making bold and risky decisions and have little intellectual mobility, which over time reduces their innovation and The overall performance of the organization. Relying on their old experiences, these managers have refused to accept any creativity and innovation from the employees, which has caused the emergence of a phenomenon called experienced managers, the result of which is a decrease in individual and organizational performance. Therefore, the current research was conducted with the aim of knowing and understanding the characteristics of experienced managers in government organizations with the phenomenological method.
Research method: The current research is descriptive-exploratory in terms of its practical purpose and in terms of information gathering, and it is of a qualitative research type using the phenomenology method (the lived experience of people involved in the phenomenon) and Dickelman's approach. Since the current research is qualitative, the data collection method is in-depth interviews with the participants. Accordingly, using the purposeful sampling method and based on the principle of theoretical adequacy, 20 government managers and management professors were selected as sample members. In this research, qualitative content analysis method with inductive approach and Maxqda software were used in order to review and analyze the data obtained from the interview.
Findings: In addition to recognizing and understanding the mentioned phenomenon, the research findings identified the factors affecting the phenomenon of experienced managers, which included 4 main themes, which include: individual or personality factors, occupational (organizational) factors, administrative-supervisory factors, and legal factors. are political
