Background and Objective: In the present era, the behavior of managers in government organizations plays a key role in promoting organizational and social health. The reliability of coding was confirmed with an agreement coefficient of 91% between the two coders. In the quantitative part, a researcher-made questionnaire was designed based on the qualitative results and validated by the experts.
