Abstract
Objective: Identifying the dimensions of inclusive governance to reduce capability poverty (deprivation of empowerment, choice, and social participation).
Methodology: A qualitative study using thematic analysis of 42 credible domestic and international articles published over the past 30 years.
Findings: Six main dimensions of inclusive governance were identified:
Poverty Reduction Policymaking: Includes macroeconomic policies, targeted social support, anti-discrimination policies, and enhancing competitiveness.
Human-Centered Policymaking: Emphasis on citizenship rights, equal access, multidimensional empowerment, and meeting basic needs.
Developmental Governance and Institutional Capacity Building: Governance structure and macro-orientation, institutional capacity and bureaucracy, institutional arrangements, and sustainable financing.
Multi-Stakeholder Participation and Optimal Role-Playing: Coordinated roles for the state, private sector, local community organizations, social organizations, civil society, and independent institutions.
Infrastructure Development: Includes energy and technology infrastructure, spatial planning and regional balance, security and social protection, information and communication technology (ICT), and transportation.
Governance Objectives: Achieving sustainable development and social justice with a focus on reducing inequality.
Conclusion: The articulation of these dimensions provides a comprehensive understanding of capability poverty and establishes a foundation for designing and implementing effective measures to reduce it.
