Developing a Conceptual Framework for Affordable Housing Policymaking in Iran Using a Meta-Synthesis Approach

Abstract

The global housing crisis is intensifying, especially for low-income groups who are faced with rising costs, geopolitical instability, inadequate supply, socio-spatial inequalities, and increasing climate change. Numerous studies, along with the intensification of the pattern of housing inequality between the rich and the poor in the Iranian housing market over the past 20 years, indicate that the policies implemented in different governments to provide affordable housing for low-income households and control housing poverty in the country have not been effective; therefore, in order to present a representative picture of the interconnected components of different dimensions affecting affordable housing policies, the present study aims to develop a conceptual framework for affordable housing policymaking in Iran. This study is grounded in the constructivist-interpretive paradigm, with a developmental objective, and employs a qualitative approach to the data. Sandlowski and Barroso's (2007) 7-step meta-synthesis method was used as the research strategy. The data analysis method, qualitative content analysis, data collection tools, past documents, and the corpus of studies including 1,328 articles during the years (2012-2024) / (1391-1403) in credible domestic and foreign scientific databases. By examining the titles, abstracts, results, and meticulous analysis of the articles and using the CASP method, 67 sources were finally selected, and after coding the concepts extracted from them, based on the results of the systematic review with a meta-synthesis approach, a conceptual framework for affordable housing policymaking in Iran was developed. In total, 4 main categories, 10 concepts, and 29 codes (indicators) were identified. Finally, the conceptual framework developed provides policymakers with a structured approach for identifying and considering the economic, political, social, and climate components that affect the context of designing affordable housing policies in Iran.
